Assistant City Engineer, Engineering Services

Description/Duties & Responsibilities Benefits Supplemental Questions
Under the direction of the City Engineer, this position will be responsible for the supervision and administration of the Engineering Services division within the Public Works department.
Supervises and leads employees within the Engineering Services division; establishes goals and professional development opportunities for employees; trains, develops and mentors employees; evaluates performance and resolves employee performance issues
Assists in the development of policies and procedures for the Engineering Services division; develops short-term and long-term program goals; recommends programs and projects to meet these goals
Implements projects pertaining to engineering services; reviews and approves subdivision and development proposals, final maps, street plans, storm drain plans, and grading plans to ensure compliance with applicable rules, policies, and standards
Leads and oversees project managers responsible for managing City projects
Communicates division goals and priorities to project managers; ensures project deadlines and quality standards are met; develops, monitors, and manages the division's contracts and budget
Responds, investigates, and resolves the most complex inquiries, requests, and complaints relating to the Engineering Services division
Organizes, attends, and presents information at City and community meetings
Establishes positive working relationships with representatives from community organizations, state and local agencies, City staff, and the public
Education and Experience:?Seven years of broad and extensive experience in professional engineering
Two years of supervisory experience
Bachelor's Degree in Civil Engineering or related field
Possession of a valid certificate as a Civil Engineer issued by the State of California
Knowledge and Abilities:?Knowledge of engineering regulations including construction codes, City Ordinances, City standards, and federal and state laws and the ability to ensure compliance with these codes, and laws
Strong leadership skills and the ability to supervise, mentor, and evaluate employees including the ability to provide constructive feedback, resolve difficult employee relations issues, and enhance teamwork
Strong project management skills and the ability to oversee and manage multiple projects simultaneously, be sensitive to deadlines and changing priorities, develop project cost estimates, work within the constraints of the budget, and monitor contracts
Strong problem-solving skills and the ability to analyze engineering-related problems, be an innovative and strategic thinker, identify effective solutions, make sound decisions, and implement changes
Strong verbal communication skills and the ability to clearly convey technical engineering concepts to non-engineers and make effective presentations to groups including City Council, Commissioners, City staff, and the community
Strong written communication skills and the ability to develop comprehensive technical reports
Strong interpersonal skills and the ability to establish and maintain effective working relationships and provide excellent customer service to outside agencies, City staff, developers, consultants, engineering firms, and members of the community
Strong customer service and conflict management skills and the ability to effectively resolve complex and politically-sensitive issues

Compensation includes enrollment in California Public Employees' Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at the "A" step of the salary range unless otherwise authorized by the City Manager.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
